The oldest distinction.

The rule of law means the same rules apply to everyone, including those who hold power. The alternative, the rule of men, means the powerful decide case by case. The whole architecture of a republic rests on choosing the first.

Why it carries the lens.

If the Courts lens has a thesis, this is it. "Rule of Law" is the principle every other Courts design, due process, habeas corpus, separation of powers, is a working part of.
