Habit, not event.

The off-year, the primary, the local race, the ballot measure nobody campaigned on. "Every vote, every time" is about the elections that do not make the news. It reframes voting from a once-every-four-years event into a habit.

Why the repetition is the design.

The line repeats the word "every" on purpose. The repetition is the message: not this election, every election. The Quorum audience votes every cycle already; this design names the practice they are already keeping.

How we set it.

Two short lines, Archivo Narrow, with the second "Every" carried into the Fraunces italic. The mixed setting lets the repeated word land twice, once plain, once accented.
